If I would have to prioritize your list, I believe I would rearrange it like so:

Month/Week Views
Accept/decline of notices.
Creation of personal entries ("non-Meeting")
Meeting creation and workflow

This would probably give one the biggest bang for the buck of general PIM management. I think that being able to do items 1 and 2 from a mobile device are extremely vital to a large percentage of what mobile users would need.

What else would you add to the list, and at what level?

Better contact browsing. I've been outspoken about this implementation from the beginning - see my posts in the "other" 8.5 forum. Basically, I think that the native model of having the alphabet on the right side of the screen would be very slick. Other iPhone web apps (like Facebook) have this implementation. I understand there are some architectural reasons for not doing this, but I think it's a better model to strive for.

Would not having any of the currently absent features block deployment?

I don't personally believe so. The calendar functionality need to be addressed fairly quickly though as more customers begin to upgrade their Domino servers and try to take advantage of this.
